The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and European Investment Bank (EIB) toward the cost of the Aimags and Soums Green Regional Development Investment Program (ASDIP). Part of this financing will be used for payments under the consulting service contract named above.

  1. Scope of work

The Consultant will serve as the lead technical expert supporting the Fund Manager (DBM Asset Management LLC), and the FRC in developing all documentation required for GIRAF’s establishment.

In detailed, the consultant will support GIRAF’s establishment including:

(i) development of the Fund’s full legal, operational, and policy framework;

(ii) completion of registration with the Financial Regulatory Commission (FRC);

(iii) completion of registration with the General Authority for State Registration

(iv) preparation of investment guidelines, business plan, financial model, and a strategic roadmap

(v) support for the implementation of the GIRAF Fund

  1. Requirements

The Fund Coordination and Management consultant will have (i) Bachelor’s degree in public administration, project management, or a relevant field; (ii) Minimum of 10 years of professional experience in related field, minimum of 5 years of experience in coordinating donor-funded or development finance projects; (iii) Knowledge of agricultural project implementation and rural development programs; (iv) Strong interpersonal, communication, and reporting skills; (v) Experience with multi-stakeholder coordination is highly desirable; (vi) Understanding of agricultural project management or rural development programs is desirable; (vii) Fluency in English, both written and spoken, is essential; (viii) Relevant work experience working with by ADB and other international financial institutions (IFIs); (ix) Knowledge and experience public procurement procedure of the Government and procurement policies and procedures of ADB and other IFIs.
