THE MINISTRY WILL ACTIVELY COOPERATE IN EXPANDING TRADE, INVESTMENT AND ECONOMIC COOPERATION WITH THE SOCIALIST REPUBLIC OF VIETNAM.

Mr. Narantsogt Sanjaa, the Vice Minister of Economy and Development held a meeting with Mr.Tran Quok Khanh, the Vice Minister of Industry and Trade of the Socialist Republic of Vietnam and his delegation. During the meeting, parties exchanged views on overcoming the obstacles related to global increase of food prices, current regional situation, transportation and logistics problems. Parties mutually agreed on possible sectors to cooperate and increase import/export of strategically important products.  From being food importing country, Vietnam has now become the world’s 3rd largest rice exporter, fully self-sufficient in food and energy supply, ranks in the top 20 in terms of export and import, and is one of the few countries that continuously increased their turnover, keeping their economic growth at 2 percent during the Covid-19 pandemic.

COOPERATE WITH ASIAN DEVELOPMENT BANK TO ENSURE SUSTAINABLE FOOD SUPPLY AND SECURITY.

Mr. S. Narantsogt, the Vice Minister of Economy and Development, met with ADB representatives led by Mr. Thomas Panella, Director of Environment, Natural Resources & Agriculture Division of the East Asia Department, and Mr. Pavit Ramachandran, Country Director to discuss comprehensive approaches to solve the problems for ensuring stable food supply and security and coordinate the implementation of some agricultural sector’s projects in this direction.   Parties agreed to explore the further possibility of cooperation within ADB’s technical assistance on developing a national system for monitoring, tracking, and managing food supply and safety based on the existing IT infrastructure of the Government and improving the relevant legal framework.

Mr. S.Narantsogt, Vice Minister of Economy and Development, received the Ambassador-Designate of Ireland to Mongolia Ann Derwin. The Vice Minister of Economy and Development S.Narantsogt received the newly appointed Ambassador-Designate to Mongolia Ann Derwin. Ireland is one of the few countries that has shown sustained economic growth during the global Covid-19 pandemic and is home to the Pfizer vaccine. The Ambassador-Designate presented the experience of successfully attracting foreign investment, the strategy of developing the pharmaceutical industry in a cluster, and exchanged opinions on the possibility of cooperation in the fields of information technology and agriculture.

The parties exchanged opinions on how EuroChamber's research and recommendations on improving Mongolia's trade, investment and business environment are aligned with the government's policy and agreed to jointly organize a B2B meeting to create and support the access of Mongolian entrepreneurs to the European market. The Vice Minister S. Narantsogt expressed his gratitude to EuroChamber for its valuable contribution to expanding European-Mongolian relations and intensifying mutually beneficial cooperation and expressed his support and cooperation in the future within the framework of the duties of the Ministry of Economy and Development.

THE 6TH NORTH-EAST ASIA MULTISTAKEHOLDER FORUM ON SUSTAINABLE DEVELOPMENT GOALS WILL BE HELD IN MONGOLIA

The Vice Minister of Economy and Development S. Narantsogt met delegates led by Mr. Tapan Mishra, the UN Resident Coordinator in Mongolia, and agreed to cooperate on implementing the SDGs in coordination with the "Vision-2050" long-term policy, conducting public awareness campaigns on SDGs and “Vison-2050", and evaluating the implementation of the SDGs.  Moreover, the Ministry of Economy Development agreed to co-organize with the UN in Mongolia the 6th North-East Asia Multistakeholder Forum on Sustainable Development Goals on September 7-8, 2022 and SDG Open Day on September 10, 2022.

THE DRAFT RESOLUTION ON "TARGETED DEVELOPMENT PROGRAMS" SUBMITTED TO THE PARLIAMENT

Today, B. Javhlan, a member of the Parliament and an Acting Minister of Economy and Development, submitted the Parliament draft resolution on "Approval of Targeted Development Program" to the Speaker of the Parliament, G. Zandanshatar. The Targeted Development Programs aimed to ensure the successful implementation of the 10-year goals and objectives of the “Vision-2050 long-term development policy” through the participation of all sectors, with comprehensive consideration of social, economic, and environmental issues adhered to the principle of providing development benefits to every citizen. The draft of the Parliament's resolution on "Approval of Targeted Development Program" includes Targeted Program of Human Development, Targeted Program of Social Development, Targeted Program of Environment, Targeted Program of Governance,  Targeted Program of Regional Development, and Targeted Program to Increase National Competitiveness. The Targeted Development Programs have united more than 500 discrete sectoral development policy documents that have been separately defined and implemented.  The approval of the draft resolution provides the opportunity to coordinate the sectors, ensure the full implementation of government policies, and direct the sectoral activities towards unified development results. The successful implementation of policy reforms reflected in the Targeted Development Programs ensures the execution of the first 10-year goals of "Vision 2050" as well as the drastic improvement of general indicators of social, economic, environmental, governance, national competitiveness, and balance of regional and local development.

STATE SECRETARY OF THE MINISTRY OF ECONOMY AND DEVELOPMENT HELD AN ONLINE MEETING WITH THE REPRESENTATIVES OF THE CLIMATE STRATEGY AND DELIVERY TEAM OF EUROPEAN BANK FOR RECONSTRUCTION AND DEVELOPMENT

Mr. Kh.Batjargal, State Secretary of the Ministry of Economy and Development, held an online meeting on June 30, 2022, with the representatives led by Mr. Dimitri Gvindadze, Head of the Climate Strategy and Delivery team of the European Bank for Reconstruction and Development. During the meeting, Mr. Dimitri Gvindadze informed that the Bank is conducting a study to provide technical assistance to Mongolia in developing a long-term decarbonization strategy. Mr. Dimitri Gvindadze also clarified the role of the Ministry of Economy and Development in implementing green development policy in Mongolia, whether Mongolia has conducted a baseline study on the transition to a green economy in the past, and what policy measures have been taken.

Mr. S. Narantsogt, the Vice Minister of Economy and Development, met the delegates led by Mrs. M. Teresa Kho, Director General of the East Asia Department of the Asian Development Bank (ADB).

During the meeting, measures for accelerating the progress of ADB financed projects and solving challenges in project implementation are discussed, and agreed on certain steps to be taken. Also, the parties exchanged views on projects to be implemented in the future to improve the capacity of border posts and food supply and security which are aligned with the key pillars of the New Recovery Policy, and agreed on organizing international workshops in Mongolia on the topics of trade and economic free zone development, trade facilitation, and food supply, and security within the framework of the Central Asia Regional Economic Cooperation Program /CAREC/.

Mr. Narantsogt S., the Vice Minister of Economy and Development has received the delegation of the ‘’Doorknock 2022”, headed by James Liotta, Board Chairman of the American Chamber of Commerce in Mongolia. The Ministry of Economy and Development presented the New Recovery Policy and the revised draft Investment Law, including current steps taken by the Government to improve the investment environment through investor protection, and digitalization of services as comprehensive reform.

Five government agencies agreed on making services easier and more comprehensive for investors

Five Government agencies, National Development Agency, General Authority for State Registration, Immigration Agency, Taxation Agency, Social Insurance General Office, held a joint meeting to intensify the activities of the “Invest in Mongolia” One-Stop Service Center for Foreign Investors under the National Development Agency. The “Invest in Mongolia” One-Stop Service Center has provided 54,000 services of 60 types since its establishment in 2019. Before establishing the One-Stop Service Center investors had to spend a total of 15 days and travel 50km to receive services of five Government agencies, but now all services of all five agencies are concentrated at one point and it takes only 30 minutes to receive services. During the meeting five Government agencies have decided to set up a working group to work together on how to intensify the center's activities during the COVID-19 pandemic, as well as to integrate high-quality investor information into a single electronic platform and diversify services.  Centralization and digitalization of public services is a real condition for supporting investors, improving the quality of investments, expanding the tax base and the social insurance base, as well as raising taxes and fees.
