Title of the Competitive Selection: Selection of a private partner for implementation of the project “A1102 Murun–Uliastai Paved Road Project (261.89 km)”.

The Ministry of Economy and Development hereby invites legal entities of Mongolia and foreign countries, as well as their consortia, to participate in a competitive selection process to award a Build–Operate–Transfer (BOT) type partnership for the implementation of the “A1102 Murun–Uliastai 261.89 km Paved Road Project”.

Estimated Project Cost: USD 174.5 million
Project Term: 25 years (3 years of construction and 23 years of operation)
Financing Structure: Mixed
Government Support: The Government will provide annual funding of USD 15.8 million for the first ten (10) years of project implementation, totaling USD 158 million.
Government Guarantee: Pursuant to Article 31.1.1 of the Law on Public–Private Partnership, the Government shall issue a guarantee covering the payment obligations financed from the state budget in the event of breach of the partnership agreement and associated agreements. A guarantee of USD 15.8 million will be provided.
The competitive selection will consist of two stages:
(i) pre-qualification and (ii) competitive bidding.

Applicants scoring 60 points or higher, and ranking among the top three (3) applicants meeting the pre-qualification criteria, will be shortlisted and invited to participate in the competitive bidding stage.
Both Mongolian and foreign legal entities and their consortia may participate in the competitive selection. For the purpose of implementing the partnership, bidders may establish a special purpose vehicle (SPV) with the relevant objectives and activities.
Pre-qualification documents will be provided to entities that submit an official written request in response to this invitation.
Procurement Documents
Entities wishing to participate in the selection shall submit proof of payment of a non-refundable fee of MNT 500,000 to the account of the “Public–Private Partnership Center” SOE at statebank account No. MN980034102119257055, and obtain the procurement documents in hard copy.
