CONSULTING SERVICE RECRUITMENT NOTICE

The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and European Investment Bank (EIB) toward the cost of the Aimags and Soums Green Regional Development Investment Program (ASDIP). Part of this financing will be used for payments under the consulting service contract named above.

1. Scope of work

The consultancy services for the preparation of the territorial development plan of Umnugovi soum and the master development plan of Umnugovi soum center, Uvs aimag. The Territorial Development Plan (TDP) will cover an area of approximately 314,580 hectares, encompassing the full administrative territory of Umnugovi Soum. This includes pastureland, natural resources, rural settlements, and infrastructure corridors.

The Master Development Plan (MDP) will focus on the soum center, covering an area of approximately 300 hectares. This area includes existing residential zones, public facilities, infrastructure networks, and areas identified for future expansion and redevelopment.

The consultant shall clearly identify and map the project boundaries using GIS, including coordinates and spatial data compatible with national standards (MNS, WGS84, UTM). The planning shall consider relevant regulatory requirements, land use constraints, environmental sensitivities, climate risks, and existing infrastructure conditions to ensure feasible and implementable development solutions.

2. Detailed Tasks

A Consulting firm will be engaged using the qualification selection (CQS) method and full technical and financial purposal. To achieve the main objective, an experienced Consultant (“the Consultant”) will be engaged to implement the following overarching tasks:

1. Prepare a comprehensive Territorial Development Plan (regional-scale, 314,580 ha).
2. Prepare a Master Development Plan for the Soum Center (300 ha) with detailed spatial, engineering, environmental, socio economic, disaster risk, and investment planning.
3. Integrate climate change mitigation/adaptation, gender and social inclusion, environmental safeguards, and green development principles.
4. Create a unified, standards based GIS geodatabase compatible with national land management and ADB digital requirements.
5. Develop an Implementation, Financing, and Governance Framework aligned with ADB and national policies.
6.     Define measurable Key Performance Indicators (KPIs), including climate resilience indicators, land-use optimization metrics, infrastructure coverage ratios, renewable energy penetration rates, and implementation readiness benchmarks to ensure effective monitoring and evaluation of plan implementation
7. Carry out surveys and investigations to enable the development of design and preparation of environmental and social (E&S) assessment and management documents.
8. Assess the Project’s technical, environmental and social feasibility.
9.     Confirm the Project components and propose technical parameters and specifications.
10.     Conduct financial, economic and legal analyses.
11. Prepare studies and documents required for loan processing by the Client and ADB as well as relevant environmental and social assessment and management documents in accordance with national legislation and ADB’s Safeguard Policy Statement (SPS) or Environmental and Social Framework (ESF).
